Monitoring Requirements- Urban sites: High, medium, and low value belt monitoring points; Upwind and downwind monitoring points.

- Mandatory measurements: High-precision CO2 and CH4, high-precision meteorological six parameters, 14CO2 isotope, high-precision CO, ground-based CO2/CH4 column concentrations.
- Optional measurements: Mixed layer height, wind speed profile, CO2/CH4 flux, N2O, hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulfur hexafluoride (SF6), nitrogen trifluoride (NF3), 13CO2, and medium-precision CO2 sensors.
